Isn't this greenwashing?

The planned reserve is 12,000 acres, more than a quarter of the site, plus a 1,600-acre reservoir with wetland edges. Ancient woodland, SSSIs and watercourses stay. Targets would be written into Nature Covenants negotiated with Natural England. The city is not hidden: this reserve is possible because a city pays for it.
